PUBLIC FINANCE SCOPE
We offer a comprehensive scope of services to assist our
clients. Keygent’s services start well before the funding of any financing. We pride ourselves on being service
oriented and not transaction driven. We approach our services in six stages:
Stage
1 – Assessing the District Goals. At the inception of any engagement, we assess our clients’
goals and overall capital plan to provide for continuity and future
flexibility. We discuss and
account for sources of capital funding prior to commencing a financing.
Stage
2 – Tailor Financing Options and Structure. We prepare multiple financing options
and structures to meet our clients’ capital needs. In doing so, we discuss the benefits and disadvantages of
each option, structure and method of sale.
Stage
3 – Documentation and Rating Process. We assist legal
counsel in the development and preparation of legal documentation. We develop a credit rating/enhancement
strategy and prepare credit presentations as needed to bond rating agencies and
credit enhancement companies.
Stage
4 – Bond Sale Preparation. Depending on the method of bond
sale, we take the necessary steps to enable the financing to receive the
greatest demand, resulting in the lowest market interest rate.
Stage
5 – Bond Sale. We
monitor and facilitate the bond sale process and coordinate with municipal bond
underwriters during the bond sale.
Stage 6 –
Closing and Post-Financing Services. We take pride in advising and servicing our clients beyond
the close of a financing. We are
available to assist with investor relations and to provide cash flow analysis
after the bond sale. In addition
to assisting with the investment of bond proceeds and credit rating
maintenance, we monitor for refinancing and restructuring opportunities.
